Policy and Procedures
The goal of this piece of content is to demonstrate my ability to create workplace policies and procedures that promote a safe work environment. I have created a Bullying and Harassment Policy and related Procedures document based on my research of WorkSafeBC standards and current issues in workplace bullying and harrassment.

Workplace Bullying and Harassment Policy Statement
1. Workplace Conduct
The Cowichan Trail Stewardship Society (CTSS) is committed to fostering a safe, respectful, and inclusive environment for all staff and volunteers. Bullying and harassment is not acceptable or tolerated within the Cowichan Trail Stewardship Society. All individuals involved with CTSS are expected to treat one another with dignity and respect.
2. Bullying and Harassment
(a) includes any inappropriate conduct or comment by a person towards a staff member or volunteer that the person knew or reasonably ought to have known would cause that worker to be humiliated, intimidated, or feel unsafe. (WorkSafe BC, 2013)
(b) “excludes any reasonable action taken by an employer or supervisor relating to the management and direction of workers or the place of employment.” (WorkSafe BC, 2013)
Workplace bullying includes psychological and physical acts or verbal comments that can isolate or hurt people. Bullying is generally considered to be a series of incidents over time, however it can also be a single substantial incident that causes a lasting negative impact. (CCOHS, n.d.)
Examples of bullying within the CTSS includes but is not limited to.

Intimidating, offending, or humiliating a person or group repetitively.

Physically abusing or threatening abuse.

Asserting power through aggression.

Undermining a person’s work.

Constantly changing work duties or responsibilities.

Establishing unrealistic deadlines or timelines for projects.

Spreading malicious rumors or gossip.
-
Treating volunteers differently than CTSS staff.

Criticizing a person.

3. Workers Must:

Not engage in the bullying and harassment as identified above towards any colleagues, community members, or stakeholders involved with CTSS activities.

Report if bullying and harassment is observed or experienced as outlined in the CTSS bullying and harassment procedures. This document can be found on the CTSS Human Resources portal.

Comply with the CTSS policies and procedures on bullying and harassment. (WorkSafeBC, 2013)

Attend all policy information and review sessions, and demonstrate a thorough understanding of the content and associated reporting procedures by completing a quiz following each session. (Health PEI, n.d.)
4. Application
This policy statement applies to all CTSS staff and volunteers, including permanent, part time, contractors, and summer students workers. (WorkSafeBC, 2013)
The policy applies to all work-related activities, including:

Office work and administrative activities

Trail construction and maintenance sites

Volunteer trail maintenance days

Community outreach and public engagement events
-
Digital and electronic communications (e.g., email, messaging platforms)

5. Annual Review
This policy statement will be reviewed yearly by the CTSS management team and board. All employees will be required to attend an information session following this to review any changes and ensure all employees continue to have a comprehensive understanding of the policy if no changes have been made. All workers will be provided with a paper copy along with a digital for reference.
6. Policy Location and Access
This policy can be accessed by all CTSS employees through the Human Resources portal on the CTSS website or by requesting a copy from your supervisor.

Workplace Bullying and Harassment
Reporting Procedures
The following guidelines should be used by all CTSS employers to report bullying or harassment related incidents. Contact the designated “Reporting Contact” identified in heading 3 if you have questions about the following procedures.
1. How to Report
Staff and volunteers of CTSS can report incidents or complaints of workplace bullying and harassment verbally or in writing. This includes incidents that occur at the CTSS office, within the CTSS trail crew at any of trail networks that CTSS manages, or at a volunteer trail workday. (CTSS, 2013) To submit a written complaint, please use the attached workplace bullying and harassment complaint form. “When reporting verbally, the reporting contact, along with the complainant, will fill out the complaint form.” (WorkSafeBC, 2013)
2. When to Report
“Incidents or complaints should be reported as soon as possible after experiencing or witnessing an incident. This allows the incident to be investigated and addressed promptly.” (WorkSafeBC, 2013) For trail crew staff that are not frequently in the office, please contact the designated “Reporting Contact” identified in heading 3 if you are unsure how to proceed and they will provide guidance on how to move forward.
3. Reporting Contact
Report all incidents or complaints to the general manager, Kim Johnson. Contact Kim via phone at (555)-677-7777 or email her at kim@ctss.com.
4. Alternate Reporting Contact
If the general manager is the person engaging in bullying or harassment behaviour, contact Jay Thompson, Executive Director via phone at (555)-677-8888 or email him at jay@ctss.com.
5. What to Include in a Report
“Provide as much information as possible in the report, such as the names of people involved, witnesses, where the events occurred, when they occurred, and what behaviour and/or words led to the complaint. Attach any supporting documents, such as emails, handwritten notes, or photographs. Physical evidence, such as vandalized personal belongings, can also be submitted.” (WorkSafeBC, 2013) If you believe that anyone involved in the incident is in immediate physical danger please call 9-1-1 for assistance. (Government of Canada, n.d.)
6. Annual Review
These reporting procedures will be reviewed on an annual basis. All employees will be provided with a copy during a follow up information session and have access to the updated document on the Human Resources portal.
